The growth of photovoltaic capacity installations in the EU has drastically slowed down in 2024, with an increase of only 4%, compared to over 40% in previous years, while investments have decreased by 13%.
Romania stands out with a more optimistic outlook, with an estimated annual growth rate of 36% between 2025 and 2028, which would lead to a total capacity of 19 GW by 2028.
Romania's success is due to factors such as the Casa Verde program, CfD auctions, European funding, and improvements in the legislative framework.
However, Romania faces challenges such as network access limitations, the low number of clients for PPA contracts, and the new rule regarding auctions for network access starting in 2026.
